What are the options and tradeoffs for including a photo in a spreadsheet.

I am familiar with, but not happy with the following possibilities:

1) Inserting a bitmap
2) Using the JPEG as the background for a comment.
3) Using Access instead of Excel.

I'd like to semi-automate this so that I can load photos into the spreadsheet, and have them resize to fill an array of cells that's fixed in size, with my quant work around it.
