Periodically my monitor clicks off, goes black, a couple of seconds later it comes back on. A bubble appears at the bottom right of the screen "display driver NVIDIA windows kernal mode driver version 187.47 has stopped responding and has successfully recovered."

In investigating this problem somewhat on the web, it seems there might be a consensus that it is a windows problem, not a graphics card problem or driver problem. Does anyone know anything about this?

Nvidia has been notorious for the last several years for publishing crummy drivers. The best thing to try is install the latest Nvidia drivers.

I think it is drivers since it doesn't happen commonly on many Windows systems and because when it has happened to me on a couple of occasions it was with a Win7 pre-packaged graphics driver from Oct. of '09 and a graphics drivers update seems to have solved the problem in each case.
