I have Win 7 - 32 on a 64bit computer. I have another copy of Win 7 - 64 that I want to load. Can I load it as an upgrade to 32 bit so I don't have to reload all my programs that are 32 bit? Or do I need to start out new?

You must perform a complete (clean) install. You can't "upgrade" the 32 bit version to the 64 bit version.
