    [b]Someone Hijacked and harvested my e-mail address and sending out mail as if it was me. I do not know what I can do to stop and report it to someone,,

    The first thing you could do is cancel the account and set up a new one, or two.
    [One account for friends, & one separate account for business]
    The very second thing to do would be to warn all of your contacts of what you think happened so that they may decide on a course of action.
    Third, get your house in order; Run a full antivirus and antimalware scan on your system as soon as possible.

    You can report your observations to MSN if they have such a faculty.

    Essentially, there is nothing you can do. It may not have been your fault. If someone who has your e-mail address has had their contacts harvested you could be an innocent byproduct. Often when contacts are harvested the spammer will impersonate the contacts one-by-one or randomly and send emails to the other contacts hoping to catch a new sucker in their scheme. It is trvially easy for a spammer to impersonate any e-mail address they know.

    Once your email address is in the wild your only recourse is either to live with it or to change your email address.

    Looking at that message it seems that your hotmail account has been hijacked - the email seems to be from your account, not via a 3rd party.

    I would change the password immediately to something long and complex - KeePass is good for this - and then check your sent items for traces of the mail that was sent and apologise where.necessary.
