When I use outlook 2003-2007-2010 I always open mail on a second monitor in a new window to read. This inevitably requires that I apply a zoom factor to read the text comfortably. There should be a way to set it and forget it---Default setting. I tried the Microsoft office site but they didn't think it was possible. Any Ideas

I assume you are doing the zoom in 2007/2010 by opening the message and then clicking on Other Actions and choosing the Zoom option from there. Unfortunately that doesn't seem to be something you can set permanently. The Outlook message editor/view is actually Word in a "skinny" form and it always opens up at 100% zoom. I personally use the Reading pane to read most messages, but it appears there is no way to zoom it or change the font size for it either.
