    I'm getting tired of IE 8 notifying me that it has blocked this site from downloading files to your computer. If I requested a download I don't want IE interfering. Just how do I stop this from happening?

    You have to change your default security settings for the Internet zone. That is probably a very bad idea as it will also disable the notification when you encounter a "drive by" download on a web site. The whole point of the notification is to give you a chance to think about what is going on and validate for yourself that this is an appropriate action.
