My XP recycle bin is broken. When it's empty it still shows as having things in it and if you click to empty it you get the following message:

Are you sure you want to delete 'WINDOWS'?

Which, when you click yes you get the following error:

Cannot delete file: Cannot read from the source file or disk.

I've tried lots of things and even if I boot with a CD copy (Windows Ultimate Boot CD) of XP I can't delete the Recycle folder in an attempt to fix it. I've also tried Unlocker which thinks it deleted the recycle bin but didn't really.

    Any other suggestions?

Have you opened the recycle bin and see what is in it?
It appears that there is a copy of the Windows folder in it?

Now running HP Pavilion a6528p, with Win7 64 Bit OS.

I figured it out. I had a few directories mounted as subst drives and one of them had a lingering system file. When I deleted all the subdirectories on all the subst drives everything went back to normal.
