Why wouldn't any temporary internet files be saved to the temporary folder?

I have two users whose folders are suddenly completely empty (as in "now you see 'em, now you don't") and no new files are being added.

They do not have the ability to move this folder or change the path; it is still set as c:\Documents and Settings\[user profile]\Local Settings\Temporary Internet Files.

I've never seen this behavior before. It is creating havoc with a program that integrates with IE and needs to be able to save to that folder. The folder is "read only" and "hidden"; this is teh same on my own machine but doesn't appear to be a problem.

    Any ideas would be helpful.

Unless they have disabled caching, is it possible that some kind of clean-up or privacy tool is flushing the folder?
