Because Office 2010 is a complete install with no upgrade option, does this mean I can uninstall Office 2007 and install it on a separate PC without infringing the licence?

As long as your license for Office 2007 allows you to move it to another PC. Your Office 2007 license probably does not allow this if it is an OEM version.

It's a retail version. I believe the licence allows transfer to another PC.

It depends on the SKU. In Office 2010 the retail license of Office Home and Student 2010 allow for installation on up to three home computers. Note, this does NOT include the product key card version which only allows installation on one PC.

Note: the licensing is generally the same as Office 2007. The "product key card" is new for Office 2010 and some of the suites have changed.
