I am using a Canon MX860 multifunction printer in Windows 7.

I am unable to use the canon scan utility in the administrator user, it does work in all other users. I have set up a dummy user and made the dummy the administrator, the scan utility works.

I then made the old administrator user a standard user, but the scan utility still does not work.

It almost sounds as though your old administrator account may be corrupted. You may want to delete this account and use the new administrator account you set up. It should not take much time to apply your user settings and customizations so the second account looks and acts like the first with the exception of the Canon scanner.

What SKU of Windows 7 are you using?

Is the troublesome administrator user a user account that is a member of the administrators group or is it the Administrator account?

When the Canon software was installed did you use "run as administrator" for the setup program?

Most of the folder you want to transfer are in the Users/"UserName" folder in Windows Explorer. (UserName is the name you assigned). You could copy them onto a thumb drive and pasted them in the new account, or open 2 instances of Windows Explorer, one for each user account and drag them over.
