    .tif files to .xls format (2000)

    How can I convert a .tif file to an Excel (.xls) format without the use of a scanner?

    If you mean you want it to be editable in Excel, I'm pretty sure you can forget that avenue.

    If you want to be able to use it as a background or logo In Excel, then you just hit Insert-Picture, Create from file, then choose your TIF.

    Since it is a TIF already, you don't need a scanner, but you will need some sort of OCR software (for example, PaperPort has OCR capability). I don't know if PaperPort supports TIF format, so you may need to convert it to some other format first.

    Depending on how the information is laid out in the TIF, and how the OCR interprets it, the result may be a formatting-and-layout nightmare. Also, OCR tends to require a lot of proof-reading afterwards. You may be better off manually entering the stuff.
