    I was cleaning up my .tmp files and came across indiv02.tmp and couldn't delete it.
    Is this an ok file to have hanging around?

    If the file is in the C:\Windows\DRM\Cache folder it was most likely put there by Netflix or some other service used along with Media Center. Normally there is a file with a .key extension in the same folder. I think the tmp file creates or gets changed to the key file somewhere along the line while using Media Center. So, long story short, I would just leave the file so that you are not trying to restore it later after you determine that the service requires it and can't find it.
