    My son had a LAN-party this past weekend. All of the pc's were scanned for virus infections prior to gaming, all were clean and well maintained. Now, now of the icons on his desktop start the programs they are supposed to start. If I double-click on any icon, I get the screen showing the properties of that icon (which program it should start, location, etc.). If I create a new shortcut, it behaves in exactly the same way. The only way to start a program is via Start - All programs. This behavior also affects the icons in the Quickstart toolbar. Anyone got any ideas?

    You might try Repairing Icons in Win XP with Tweak UI.
