If you could get ahold of the windows XP "tweakui" and select "repair", at the bottom; Rebuild Icon.
I seem to recall having that very same problem in XP from time to time.

You may also try changing themes in XP, boot, then change theme back to your liking.

Hi Robert, I had similar with W7, I put 2 items from desktop into recycle bin, attempted to empty immediately but they had simply vanished. In your case it could be files deleted from an external hdd that was powered off when trying to delete them.

Sounds like you may not have the recyxle bin "activated".. Go to Control Paned > system > System restore & make sure that the drive has "monitoring" enabled.

I finally solved the problem, how I did it in case anyone else has a prooblem any of the other suggestions shared here do not work for you.
I removed CC Cleaner completely from my.and rebooded the system and the recycle bin was working again.
I then downloaded a new version of CC Cleaner and ren it and it cleaned out the recycle bin as it is supposed to. Used the system for awhile and checked the recycle bin and it was working fine. YES!!!!
