    if you collapse the folders and close OE, are they still collapsed when you reopen the folder?
    This is the behaviour I see in OE.

    I just tried that and they open expanded.

    In the Options | General tab make sure that "When starting go directly to my 'inbox' folder" and "Automatically display folders with unread messages" are both not checked.

    Note: after changing the settings be sure to collapse the folders.
