I have 4 fla###.tmp (ex. fla178.tmp) files in My Documents/Name/Local Settings/Temp that are taking up almost 1Gb. Can I delete them?
    Thanks.

You can delete any files in that temp directory that Windows allows you to delete. I usually select everything and press Delete. Then when Windows complains I re-select excluding the file Windows complained about. Don't forget to empty the recycle bin afterwards.

I use a cleanup app called CCleaner. It has gotten good reviews and can be set up to clean many assorted temp files, all of which can be deleted.
