    I'm running win7 and Outlook 2007. Outlook loads to the point of having a notice in bottom left of screen stating "2 items remaining loading dataset". And there it sits and doesn't load.

    Suggestions?

    Does Outlook use a PST for storage? If PST have you tried scanpst?
    Does it connect to Exchange or POP mail?

    Try opening Outlook in safe Mode. See:
    How to open Outlook in Safe Mode

    If Outlook opens, more than likely you have an issue with one of youR ADD ONS.

    What version of Office are you running. If Office 2007 or ablove, try running office diagnostics:
    Start/all programs/microsoft office/microsoft office tools/microsoft office diagnostics.
