    Why do I have characters such as “ and y’ in some emails instead of single or double quotes. This appears to happen frequently in emails containing press releases from a particular source. The online version of these documents has the quotation marks rather than the unusual characters.

    They do a straight copy from HTML and paste into mail. Unfortunately the mail software misinterprets the characters and you get garbage. The problem is at their end, not yours.
