    I wish to enact some rules at home as to how much bandwidth individual users on my home network (standard windows type) can use. Can I do this? How?

    A Google Search shows posible solutions using 3rd party apps. You may also find ways to monitor bandwidth usage here. You do not say what OS you are using.

    If you have an old PC lying around and a couple of network cards you can install SmoothWall /m0n0wall and limit bandwidth per machine / per time slot etc.
