    Anyone know a program that will read the system clock and start up a laptop
    that is completely turned off? Not in sleep mode, not in hibernate, cold turned
    off. Is even possible to do this?

    I doubt it would be possible, not from a cold off state.
    The kind of capability you are refering to would have to be programed and initialized at a bios level and I don't think bois' have the memory
    or the sophistication for it, especially most laptop bios'.

    Is there another PC on the same network? If so, and your laptop's NIC (Network Interface Card) supports it, you could use WOL (Wake on LAN) to wake it up from the other PC.
