I use Capwiz software and a divice called DVD Xpress DX2 (RCA input - USB output) to move video files from tape to PC. It works fine in Windows XP and Vista. I asked the company, ADS Tech, for Windows 7 drivers and they sent a link and instructions. They say to disable the "Driver Signature Enforcement" in Windows 7- 64bit (by rebooting and pressing F8, etc) every time I use the program. Moving these files takes hours and I am usually doing other things online while doing so. Is this safe? I won't be installing software while using Capwiz but email, web surfing, etc. is likely. Any advice is appreciated! Thanks!

Disabling Driver enforcement should have no impact on your safety. Drivers merely run the hardware associated with your system and I have never heard of any type of virus or other malware targeting them.
Long as you follow your last line(I won't be installing anything while doing this you should be ok)
