Use Windows Explorer and nvaigate to C:\Program Files\Outlook Express. The Outlook Express executable is msimn.exe. You can create a shortcut for it on your desktop, quick launch bar, or anywhere else you need it. Normally OE will prompt about being the default mail client you when you start it if it is not set to be the default client. If for some reason it does not prompt you go to Tools | Options | General. At the bottom you should be able to click a button to make OE the default mail client.
