Many years ago, in the early days of Windows XP, I used Outpost Pro firewall (paid version). I loved the fine grained control over programs and program components, but had problems with startup on an aging laptop. Eventually I stopped renewing it, but I think I may well try it again if the Free suite includes the full-strength firewall. They've probably fixed the startup time, and they've certainly improved the price.

(I assume that once you register they will invite you to upgrade to a paid suite, but that's a reasonable price to pay.)
