    Hi,

    Welcome to the Lounge.
    That value is for maximum frequency of the CPU of your computer. It measures the current frequency of your computer CPU vs. the maximum possible frequency.
    I don't think there can be such a thing as an optimal value. The frequency will depend, not only on what you do, but also on your power plan settings. For example, it's common in laptops, in order to increase battery time, to use a plan that will minimize the use of the CPU. To help with that, you can configure the plan settings, so that the maximum cpu frequency is not the maximum possible frequency. This article provides some examples of power configuration settings and cpu frequency.
