    I am editing a doc in Word 2010 that contains tables which have had screenshots pasted into them. When trying to add an arrow or callout on top of the screenshot, it disappears as I paste the arrow. Undo and it reappears. I am aware of the layering with "bring to front", etc., but it's a showstopper when the base object vanishes.
    Is there some control I can adjust to allow pasting on top of an object without it vanishing?

    If you click or right-click the existing image, pasting probably replaces it. Can you paste next to it and then drag the arrow to the desired position?

    Edit: I have very limited experience with Word's drawing canvas, so adding one of those may give you a lot more flexibility.
