Does anyone know the process for opening port 11000 on Windows Server 2008 R2?

It will be open unless you have the Windows firewall turned on.
I assume you have a program on the server that listens on port 11000? Set a rule to allow that program to listen and all will be well.
    Nice tutorial here.

    cheers, Paul
