Unable to connect to links in email Outlook 2007

I'm using Windows Vista Home Premium, Outlook 2007, Norton Internet security with A/V turned off, MSE and IE 8. I have just recently discovered that if there is a link in an email that I want to connect to I get an error msg.:

This operation has been canceled due to restrictions in effect on this computer. Please contact your system administrator.

this is a recent problem and I have, removed MSE , restarted Norton AV, however nothing seems to work. This first started when I clicked on a link in Woody's column. I think it's mail related but at this point I'm stumped does anyone have any Ideas?

No worries, we all pick up new search tricks on a regular basis.
