Microsoft provides updates to the junk mail filter rules/criteria periodically. The filter does not update itself directly based on what you do.
What do you mean by "adding junk mail"?

When I get a junk email I right click on it and then click "add sender to blocked sender list." But, if I get another email from that same sender, the program is not automatically sending it to the JUNK folder. Same thing if I add a junk email to "add sender's domain to blocked sender list." It is not automatically sending the junk email from that domain to the junk folder. Hope this is clearer.
At what level do have junk filtering set?
Do the sites and domains end up in the block senders list?

It has been set to "high" and no, sites and domains do not end up in the blocked senders list. What is interesting is that I have two HP laptops both running Windows 7 and Windows Live Mail 2011 and one Windows Live Mail 2011 on one computer does block junk mail that I have added, but the other does not.
haztek, can you use your email provider's site directly to block the ones you are getting annoyed with.

My blocked sender feature does not work. The names go into the list, but they do not get blocked.

Supposed to be a TEMPORARY solution.
1. Make sure all your junk mail settings are set up and saved the way you want and close out of Live Mail.
2. Go to > Control Panel > Programs and Features > right click Windows Live Essentials 2011 > click Uninstall/Change.
3. Select "Repair all Windows Live programs" in the dialog box.
4. After the repair is done, reboot when asked.

I've googled and found many having the same problem, but no solution.

Have you checked to make sure that the sender did not accidentally get added to either your contact or your safe senders list?
