Restrict value of cell to Yes or No but must be Yes if a lookup value is Ye

Hi all, I hope someone can be of assistance.

I am able to restrict the values that can be entered in cell B4 to "Yes" or "No" by using data validation list.

However, I also need to ensure that only "Yes" can be/is entered in cell B4 if the value of VLOOKUP(B2,CLASSIFICATION_TABLE,15,0) is "Y". If it is not "Y" then either "Yes" or "No" can be entered.

Is it possible to do this without VBA coding?

You can put a conditional formula in Data Validation's Source field. Assuming the original source for "YES" and "NO" are at F3 and F4 respectively, using
    =(IF(B2="Y",F3,F3:F4))
will change the list available from the drop down depending on the value of B2.
