    I believe that's a function of the mouse software and mouse properties. Right Click on the desktop and choose Personalize. Choose Change Mouse Pointers link on left of window and see if you can set this through here.

    This is a known "feature" of Windows Classic and high contrast themes:

    Windows 7: Desktop Icons are Invisible While Dragging in Windows Classic theme

    Switch to Windows Basic or other theme.
