Find row and column values that match another

I have numeric data in B4:M7.
Using conditional formatting, I can highlight the background of those cells that are <= B1

I'd like to now find out the row and column coordinates for those highlighted.

If I know that H4 matches B1, and E4 is the next value <B1 and B6 is the next value,
    then I want to populate A10:B10 with H, 4
    A11:B11 with E, 4
    A12:B12 with B, 6

It's finding the row/column coordinates of the matrix.

I'm not sure this can be done without a macro, but I'd like to do it without one.

Thanks for any thoughts or solution.

If you are not worried about more than one match for a given value, then you can do it with formulas. See attached.
