Depending on what the subject of your TIFF is, you might like SnagIt (http://www.techsmith.com).

To be clear, the disappearance of Microsoft Office Document Imaging doesn't relate to the operating system; it was in Office 2007 but removed from Office 2010.

This Microsoft Support article suggests that you can selectively install MODI, in Office 2010.

We have Office 2007 with 64 Bit Windows 7. MODI doesn't work with that, correct? Is there workaround, or replacement?

No, that's not correct. MODI from Office 2007 will run just fine on 64-bit Windows 7 -- I'm looking at it right now.

To clarify, you can generally run 32-bit programs (except for hardware drivers) on 64-bit Windows. That includes MODI. You can't run 64-bit programs on 32-bit Windows.

    What is TIFF?

TIFF (Tagged Image File Format) is an image format from the early 90's designed as a standard for scanned images. Usually faxes, if converted to a file for emailing, are converted to TIFFs. OCR software sometimes requires the files being read to be in a TIFF format. The main benefit to TIFFs is the compression is lossless - meaning a BMP converted to TIFF will be compressed, but will look exactly the same - unlike JPEG compression which can result in degradation of the image. This makes TIFFs a preferred format for archiving documents.
