Old deletions resetting in Outlook 2010?

We post files to the Public Folders on Outlook 2010 for general company access. We've had two incidents where an employee intentionally deleted a file from the Public Folders and a second employee verified the deletion the next day -- and yet several months later, we have discovered the "deleted" file somehow back on the Public Folders. Is there a function in Outlook 2010 that can cause deleted files to be restored, without someone intentionally reposting them?

It's not completely impossible that the files were intentionally reposted through human error, but it's unlikely.

What version of Exchange are you using? Have you asked the Exchange Admin if anyone requested restoration?
