Any chance you have a Sytem Restore point just before the problem started? Do you remember what you were doing when the problem started? The last WU were on the 13th. Could these have happened at that time?

Is this problem with Windows Update, or something else. You might try to re-install the Windows Update Agent.

When you download a file, Windows will automatically "block" it so that it cannot be automatically run (which includes installing it). Usually, you will get a warning asking your permission to run it, and/or you will get a UAC notification. So the questions are:

    a) Have you tried unblocking the download? Right click it, select Properties, and then click the Unblock button.

    b) What is your UAC setting? You can find that out by opening the Action Center (its the white flag in the notification area) and clicking on Change User Account Control Settings.
