    fan failure question

My old Dell Dimension 4550 gives me an ocassional message about a fan failure. How can I determine if this is a PS or mobo issue?

It's probably neither your PSU or your mainboard. It would be more likely that you have a fan that's about to bite the dust.
You can try to identify which fan it is by way of HWMonitor, as Ted links to, or through BIOS's hardware section. Event viewer might provide a hint as to the location.
Or you can simply open up the case a visually inspect the fans. Give the interior an de-dusting.
Replacing a fan is relatively simple task.

I dust computer interiors periodically. Will try out HWMonitor. Thanks!

you could try opening the back and checking if fan lead is fully connected in case the fan lead has come loose.
