    Error 1406 for Visio 2010 install on WinXP Pro sp3

    I've been trying to install Visio 2010 on my WinXP Pro sp3 system and I keep getting an Error 1406. I am the only active account on the system and I'm the administrator. I've never had a problem like this before. I looked at the registry entries from the MS KB article and they all have full permissions. I turned off Norton, no change. After a couple of attempts to install my system started to act funny and eventually I decided to do a repair install of XP over the top of my original install. It's back up and running but nothings changed.

    Any ideas?

    Is the account you are using for the install a member of the administrators group?

    It could be an issue with your Windows installer or MSI.DLL
