Mine are black by default but i can change them like this;
Format / Under Shape Styles click the small box bottom right hand corner, change as nneded, and exit.
PP remembers them next time you start up.
Create a shape and change the colour (Canadian spelling) to what you want (right click the selection box, choose format shape, Line colour) and click OK.
Right click the selection again and you will see the option "Set as default shape".
You can also choose fill colour, shadows and more.
