    Remove the disk from the CD/DVD ROM tray, reboot, then try again.

    Maybe your os disk is damaged, or perhaps you hard drive is damaged;
    Visually inspect the CD/DVD ROM disk, clean with a gentle cloth in a warm mild soap and water.
    Perfrom a checkdisk with the "r" switch on the entire primary drive.
    Maybe your operating system has been damaged far more than what the non destruct procedure can rectify;
    Full format & clean install.

    I can't really tell what you're doing (did you rebuild the same system or different ones)? Also are the systems commercial or self-built?

    I tried Fred Langa's rebuild once (on an XP system I built myself) and it worked OK but it kicked the browser back to IE 6 and didn't seem to help the system's speed much (probably because the dead files are left behind)?

    So I'm back to "total rebuild". There is nothin' like reformatting; you start with a "clean slate". The time saving also doesn't seem very significant (especially when you factor in having to replace IE, etc.).
