Laptop sleeps but will not shut down

Some time ago, my laptop decided to always sleep when I shut it down. Even the power button cannot convince the laptop to actually shut down. The HP laptop has finger-tip controls which light up, and these now stay lit always. Removing the power cable gets the fan going continually until the battery dies.

Research on the internet has shown some that suffer the same problem, and have re-installed the Windows or BIOS with no avail.
Currently I have Win 7 running on it.
    Any help is welcome.

Sounds like it may be a hardware problem to me.
But you could check your advanced power settings in case the power button has been set to sleep instead of shutdown.
