Question Allowing Local Users to Make Firewall Exceptions

Our IT shop has had a requirement levied on us to enable/configure the Windows Firewalls on the clients. Win7 is no problem, but WinXP is a 'bear'. Bad enough trying to track down port #'s for the various apps, but I saw something in the literature that could be a (big) problem: It said that the local administrator can be allowed to make port and/or program exceptions. Fine, but does that mean the user has to be part of the computer admin group?

Crud. Our users are in the Power Users group on the XP boxes.

Is there a way we can set it Firewall) to run under alternate credentials?
