IE9 (in Windows 7) spawns multiple browser processes, which remain active after the program is closed. They then may prevent or delay re-launching of IE9, until I terminate them using Task Manager. How can I prevent these multiple processes?

Unfortunately, you can't. Usually, when the processes do not terminate that means there is an addon that has not terminated or a misbehaving web page. There are other reasons too.
