This article is of limited interest to home users. Nearly all ISPs are in the clear. Individual home users are unlikely to have become infected, as this is a DNS Trojan. However, if you are concerned, run a Full Scan with MSE (Most Windows Versions) or Windows Defender (Windows 8) and follow up with your favorite Antispyware Scanner. All the major vendors have known about this threat for months, and have definitions for nearly all possible variants. It is not very difficult to detect and remove from home computers or laptops.
