Question Enable Macros Prompt - Word 2010

If a user saves a macro in Normal.dotm, when they launch Word, they get a prompt to enable macros. Unfortunately, this causes problems with other add-ins, as it still has those disabled. The only workaround I have found (other than deleting the macro) is to add a trusted location of the location Normal.dotm is stored, which is in their user profile. Is this the best way to do this? Is there another way I am just missing?

The only other thing I can think of would be to get a Digital Certificate and sign the macros then make sure all the copies of Word were set to automatically accept digitially signed code.

I believe the designated location for user templates (where Normal.dotm is typically stored), is by default a trusted location, so the user shouldn't be getting a macro prompt in the first place. In this case, is Normal.dotm being stored somewhere other than the designated user templates folder?

It is stored in c:\documents and settings\%username%\application data\microsoft\templates

So, I'm pretty sure that's one of the default locations...
