It seems that even when the worksheet and workbook are protected, a user can still display the formula bar from the Options tab in 2010. Am I missing something?
I wanted to give a user a workbook with the formula bar hidden, but not enable them to display the formula bar.

You are correct. The only thing I can see is to customize the Ribbon and get rid of the File tab, or just the Options selection, and create your own tab with the necessary functionality from the File tab. "You've been Upgraded!"

As RG says, welcome to upgraded 2010!
Now, the main reason for hiding the formula bar is of course to stop someone from seeing your clever formulas.
You can do this (see attached file) by adding VBA code to hide the formula bar whenever the workbook is opened, whenever a sheet is selected, whenever you move the cellpointer on a sheet etc.
Also, to stop someone from just toggling the display of the 'formulas view sheet' (by pressing Ctrl-`) you need to 'protect' your formulas with formatting i.e. check the 'hidden' box under Protection for cell formatting. Oh, and of course you then have to turn sheet protection mode ON.
