To get the Enterprise version you must have a Volume License with Software Assurance, a Windows Intune subscription, an MSDN subscription. Not sure about a Technet subscription.
There may be certain subscriptions levels that are required.

I would think the Win 8 Pro edition should satisfy most small users. It appears to have all the features of the Win 7 Pro or Ultimate editions.

@Ted, I think by "smaller fry" Batcher meant smaller organizations namely those who normally would not have volume licensing with software assurance. Whiel Windows 8 Pro may satisfy most enthusiasts and many small business people there are several management style features that make the Enterprise edition useful and desirable for large and small businesses who need/want that level of control.
