    We could start seeing more of this sort of thing from federal law enforcement agencies.
    Internet crime is fast becoming/became a worldwide multi billion dollar problem.

    I'm all for it too.

    Replacing the rogue network with a clean one only exacerbates the problem. Instead of users having their PCs fixed they have been surfing away with even less protection than they thought they had. What were they thinking?!

    In which case you should have reversed the order of your two initial sentences, because as the post stands most right-thinking people (and pedants!) would imagine that the final wish is associated with the second sentence:
