It's probably a javascript banner ad at a site which you visit, perhaps only partially blocked by your pop-up stopper: How spyware gets installed
Users have been able to eliminate such instances by adding *.fastclick.net to their restricted sites zone. (It was already in my restricted sites zone from a long list of bad sites.)
Using Internet Explorer I get a pop-up asking to download a file from cdn.fastclick.net

It looks like the site you are visiting is trying to create a cookie in javascript. cdn.fastclick.net is part of fastclick.com which is an ad tracking service used by websites for advertising purposes.
You could:
- disable java
- add fastclick.net and fastclick.com to your site blocking list
- complain at/stop using the site(s) which are generating this activity.

Having Java disabled except when you are actually using a website that needs it to function should be a given.
