Content filtering, which includes both ActiveX Filtering and Tracking Protection. It should become more obvious if you hover over it and/or click on it (which can do no harm).
If some content on the current web site is filtered, that address bar icon is blue. If no content is filtered, it's grey (previously allowed).

The same icon in a web page also indicates that something right there has been blocked by IE9's content filtering.
You can choose to allow the filtered content by clicking the address bar icon and turning off filtering for that web site (all filtering or just one of the two types, ActiveX or Tracking).
