Smile reboot vs restart to 'activate' updates

A friend (yeah, right) has a new laptop & tech support said that rebooting (turn machine "off", wait & power on) after updating "activates" the updates; while restarting only installs updates. Is there any truth to this?

    Thanks

That is nonsense. Either does the same thing.

Thanks for the response. That's what I thought myself but wanted to check with SSTM (Someone Smarter Than Me).

Your friend should be very careful about following advice from any tech support that says something like that.

When a PC is restarted the power in essence is shut off then restarted by the system. In fact, Windows Updates does not say to Shutdown, then Turn On the PC, it simply states to Restart the PC to complete the update.
