    Format mask percent column.

    Excel 2003 and 2010. Is there a way to put a mask in custom format to get below result?
    (No, I don't want to use double line border at bottom of cell).

    Double accounting underline for a percentage type column only underlines actual number part of percent.

    100.00%
    =====

    and

    .01%
    ==

    I want a double accounting underline that is same length as in sample below.

    100.00%
    =====

    to

    .01%
    =====

    You could pre-apply Format|Format Cells|Font > Underline > Double Accounting to the whole column (or as much of it as you want formatted that way. This will underline the digits, though not the % sign. To underline the digits and the % sign, you could pre-apply Format|Format Cells|Font > Underline > Double.
